Hello. I have recently bought a C303 from sweden and the norwegian vehicle registration people wont let me register the car without ece documents for my car. They can approve to documents issued by tüv for ece 9,12,13. The papers need to be for my exact car, not a similar car. Is this possible? And what will something like this cost? I need papers that documents noise, emmisions and brakes after ece standards in 1975.

Hallo,

that will be a very difficult thing.
If a car had a civil registration in the EU you don´t need these papers in Germany.
Most of the C303 in Germany had a civil registration in Sweden. And if not, the TÜV accepted the papers of an other already in Germany registrated C303 to get the informations needed for the civil registratrion.

So, I don´t have these papers and I don´t know anybody else who could have them.

I strongly recommend you ask on the Swedish forum http://www.terrangbil.net ....several Norwegian members there too (they often even post/reply in Norwegian, not very easy for foreigners to translate dual-language pages with Google into English!); I can't believe it would be this difficult to register a vehicle in Norway, not as a neighbour country (even less by going through a third-country German TUV (which documents did not exist there either, 5-10 years ago!)).

Don't bend over for burocrats, try to circumvent & avoid them altogether, every trick permitted!

Im afraid it is that difficult sad becauce you can get s special aproval without these documents, but then you cant use your car on the road, other than historical races and veteran meetings sad I know that tüv can test and aprove cars one by one by testing the brakes and such. I have heard that it costs 4000-6000euros for one car, and its only valide for that exact car. No other c303 sad the Norwegian athorityes are terrible when it comes to beeing difficult. That my car has civil papers does not help sad

But there quite a few C3-series owners in Norway{*}, and most of those are recent imports (if there were any original/new ones back then at all)....can't be only C2-series owners, and even those must be familiar with regular importing of Swedish C2-series, not?

{*} including at least two firetrucks, C303 (imported a few years ago) and one C304/6x6 (possibly since new)

And all this is also not about the difference between (originally) civil and military versions, is it?

And what does the Norwegian oldtimer association say?
It can't be that difficult, at least not *regardless* of age....or do they take the first year of *civil* registration too literal?
(which could then become a problem for ex-military vehicles, only put out of service and registrated in recent years)

Some years ago it was possible to register these cars in a ordinary way, but now they wont aprove the cars because volvo in Gothenburg does not have the original test documents any longer sad ive talked to the vehicle registration people and if i can have my car tested by TÜV ( these are the only people they will accept test results from) to the standards of Ece in 1975 i can have it registerd as a normal car. If i register the car the way the other c30xs have been the later years you are not even allowed to change the original tires sad if you are stopped by the police you get fines and you have to show the car to have it aproved again. If not they take the licenceplates sad the oldtimer asociations in Norway does all they can but these byrocrats can do as they want unfortunatly sad the politicians does not do anyting. This applies to all vehicled registerd after 1971 that are more than 30 years old.

So the question remains, is it possible to have TÜV in Germany do braketests and emissiontests on my car? I only paid 3000 euros for it, so i will "gladly" pay 5000 euros more to have it registerd as a normal car

Have you or others already talked to Claes Hellbom (previously Blomquist) from http://www.tatanka.nu?
He not only bought all of the remaining Volvo stock about 2 years ago, but also all drawings, and possibly including all legal documents.

It seems much smarter to sell your car back to Sweden, and import one from Germany, with all the TUV-stamps that these ecofascists want to see.
Note though that even in Germany not each and every vehicle of that type needs individual TUV-approvals; one would be sufficient for all similar vehicles (the only trick is finding that first guy, who has these papers, *and* get a copy from him....then the next TUV-inspector is happy also)

... if you only need a §21 TÜV Vollgutachten I think that would be possible.

You have to bring your car to Germany to do the §21 TÜV to get the papers.

But you have to make sure that is the thing you need !!!!!!!!!!!!!!!!!!!!!!

Wow, that is funny!
The vehicle was save and legal for about 35 years in Sweden.
Now it moved to Norway and everything changes - the owner needs to proof the ECE,
which should be the same like COC = Certificate of Conformity

Or at least you could write to the EU-department currently responsible for the details and future implementation, by handing them your story as a sample.

Btw, large part of this EU-directive deals about the 'split' situation of EU-citizens registered in country A, but living (for holiday/retirement/work) in country B.
Which brings me to the suggestion that it might then still be cheaper for you to rent the smallest possible cabin just across the border in Sweden, and 'park' the vehicle there....;))

PS: seems member states have to implement all of this within 1 year....:))
(after having gone through EU-commission & EU-parliament)
(oh heaven, imagine the utter panicking at the desks of both bureaucrats & tax-inspectors....lovely!)
(that all by itself would justify implementing such oekazes....:))

Kfz-Zulassung im EU-Ausland den Kampf an

Brüssel, 4. April 2012.

Alljährlich müssen Bürger und Unternehmen in der EU etwa
3,5 Mio. Fahrzeuge in einen anderen Mitgliedstaat bringen und dort nach den
nationalen Bestimmungen zulassen. Was im Binnenmarkt des 21. Jahrhunderts
eigentlich ein einfaches Zulassungsverfahren sein sollte, erweist sich aber nach wie
vor als eine aufwendige und langwierige Prozedur. Schuld daran sind die
unterschiedlichen Bestimmungen und diverse widersprüchliche Anforderungen. Im
Durchschnitt dauert das ganze Verfahren etwa 5 Wochen und kostet Bürger und
Unternehmen schätzungsweise 400 EUR. Dies bedeutet auch eine erhebliche
Behinderung für den freien Waren- und Dienstleistungsverkehr und die
Freizügigkeit von Arbeitnehmern und damit für das Wachstum und die Schaffung
von Arbeitsplätzen in Europa. Daher ist die Europäische Kommission jetzt aktiv
geworden, um unnötigen bürokratischen Aufwand drastisch zu reduzieren. Mit dem
von Vizepräsident Antonio Tajani präsentierten Vorschlag könnte der administrative
Aufwand ganz erheblich vereinfacht werden. Für Unternehmen, Bürger und
Zulassungsbehörden würde dies Einsparungen von insgesamt mindestens
1,5 Mrd. EUR jährlich bedeuten.

Der einfache und klare Vorschlag zielt auf ganze konkrete Probleme ab. Die
erneute Zulassung von Fahrzeugen aus dem EU-Ausland wird eingeschränkt.
Beispielsweise brauchen Bürger, die in einem anderen EU-Land arbeiten und einen
von ihrem Arbeitgeber zugelassenen Pkw benutzen, diesen Wagen nicht mehr
erneut zulassen. Generell werden die Formalitäten für die erneute Zulassung von
Pkws, Lieferwagen, Bussen und Lkws innerhalb der EU stark vereinfacht, wenn
man etwa in ein anderes EU-Land umzieht oder einen Gebrauchtwagen im
EU-Ausland kauft. Es wird künftig auch unmöglich sein, ein gestohlenes Fahrzeug
in einem anderen EU-Land zuzulassen. So werden Mietwagenunternehmen künftig
viel Geld sparen, weil sie in der Ferienzeit ohne erneute Zulassung Fahrzeuge in
ein anderes EU-Land verlegen können. Das ist eine gute Nachricht für Touristen,
weil Mietautos nach der Annahme des heute präsentierten Vorschlags
voraussichtlich billiger werden.

Kommissionspräsident José Manuel Barroso äußerte sich wie folgt: „Mit dem heute
vorgelegten Vorschlag möchte die Kommission es Bürgern und Unternehmen
möglichst leicht machen, Fahrzeuge EU-weit zu nutzen und zuzulassen. Wir haben
die für die Kfz-Zulassung in einem anderen EU-Land geltenden Bestimmungen
stark vereinfacht und den administrativen Aufwand drastisch reduziert. Damit
leisten wir einen weiteren Beitrag zu einem reibungslos funktionierenden
Binnenmarkt, der uns Wachstum und Beschäftigung bringt.“

Antonio Tajani, Vizepräsident der Europäischen Kommission und zuständig für
Industrie und Unternehmertum, ergänzte: „20 Jahre nach Inkrafttreten des
Binnenmarkts dürfen wir uns nicht damit abfinden, dass Bürger und Unternehmen
nach wie vor mit so vielen Hindernissen konfrontiert sind. Dank unseres Vorschlags
werden viele Formalitäten und langwierige Verfahren endgültig beseitigt. Das bringt
für Mietwagenunternehmen hohe Einsparungen. Nutznießer ist die gesamte
Wirtschaft und in erster Linie der Tourismus.“

Zulassung von Kraftfahrzeugen aus anderen EU-Ländern
Formalitäten für die erneute Zulassung eines Kfz im EU-Ausland
werden drastisch reduziert

Der heute vorgestellte Vorschlag bringt Erleichterungen für alle, die einen Teil des
Jahres in einem anderen EU-Land verbringen und bislang ihr Fahrzeug häufig
erneut zulassen mussten. Demnach gilt der Grundsatz, dass ein Wagen in dem
EU-Land zugelassen werden sollte, in dem der Eigentümer lebt, und dass alle
anderen Mitgliedstaaten von ihm nicht verlangen dürfen, das Fahrzeug dort
zuzulassen, auch wenn er sich längere Zeit dort aufhält.

Wenn der Vorschlag vom Europäischen Parlament und vom Rat angenommen ist,
so bringt dies folgende Vorteile:

- Wer einen Teil des Jahres in einem Ferienwohnsitz in einem anderen
EU-Land verbringt, muss den Wagen nicht mehr erneut zulassen.

- Wer auf Dauer in ein anderes EU-Land zieht, hat dort für die erneute
Zulassung des Fahrzeugs 6 Monate Zeit.

- Wer einen Gebrauchtwagen in einem anderen EU-Land kauft oder verkauft, ist
nicht mehr mit zusätzlichen technischen Kontrollen und administrativen
Problemen konfrontiert.

- Wer in einem anderen EU-Land arbeitet und den von seinem Arbeitgeber
zugelassenen Wagen nutzt, muss ihn nicht mehr im eigenen Land zulassen.

- Mietwagenunternehmen können künftig Fahrzeuge in der Ferienzeit ohne
erneute Zulassung in ein anderes EU-Land verlegen (und dieselben
Fahrzeuge etwa im Sommer an der Küste und im Winter in den Alpen
einsetzen). Damit sollten die Mietwagenpreise sinken.

- Für Unternehmen gilt derselbe Grundsatz: Pkws, Busse, Lieferwagen und
Lkws sollten in dem EU-Land zugelassen werden, in dem sich der Hauptsitz
befindet, und das muss von anderen EU-Ländern auch akzeptiert werden.

- Da die Zulassungsbehörden verstärkt kooperieren werden, können
gestohlene Fahrzeuge leichter aufgespürt werden. Es wird künftig
unmöglich sein, ein gestohlenes Fahrzeug in einem anderen EU-Land
zuzulassen.

- Viele Kontrollen werden zur Gänze abgeschafft. Die Behörden erhalten die
notwendigen technischen Informationen über den Wagen direkt von ihren
Kollegen in dem Land, in dem er bereits zugelassen ist.

Hintergrund

In dem Bericht über die Unionsbürgerschaft 2010 „Weniger Hindernisse für die
Ausübung von Unionsbürgerrechten“1 (IP/10/1390, MEMO/10/525) wies die
Kommission darauf hin, dass Probleme bei der Zulassung von Fahrzeugen zu den
größten Hindernissen gehören, denen die Bürger gegenüberstehen, wenn sie im
Alltag die Rechte in Anspruch nehmen wollen, die ihnen nach EU-Recht zustehen.
Sie kündigte als eine der 25 konkreten Maßnahmen zur Beseitigung derartiger
Hindernisse an, die Formalitäten und Bedingungen für die Zulassung von
Kraftfahrzeugen, die zuvor in einem anderen Mitgliedstaat zugelassen wurden, zu
vereinfachen.

Die 651 Bürgerinnen und Bürger und 151 Unternehmen, die sich an der
öffentlichen Konsultation im Jahr 2011 beteiligten, zeigten folgende Probleme auf:
Probleme bei der Zulassung wirken sich negativ auf die Bürger und Unternehmen
aus. Langwierige Verfahren stellten für 77,8 % der Bürger und 83,1 % der
Unternehmen die Hauptprobleme dar. Auf die zusätzlichen Kosten wiesen 86,5 %
der Bürger und 81,4 % der Unternehmen hin. Diese Schwierigkeiten hielten 50,8 %
der Unternehmen davon ab, Fahrzeuge in einem anderen Mitgliedstaat
einzusetzen. Daher glaubten 55,9 % der Unternehmen, dass ihre Produktivität
durch Zulassungsprobleme stark beeinträchtigt wird. 64,4 % waren der Ansicht,
dass sie sich auch negativ auf das Wachstum auswirken. Schließlich gaben noch
23,7 % der Bürger und 28,8 % der Unternehmen an, dass sie ein Fahrzeug in
einem anderen Mitgliedstaat nicht zulassen konnten.

Nächste Schritte

Der Vorschlag wird jetzt vom Europäischen Parlament und vom Rat erörtert
werden. Nach seiner Verabschiedung haben die Mitgliedstaaten ein Jahr Zeit, um
sich auf die die neuen Verfahren (u. a. auf die Software für den Datenaustausch)
einzustellen.

Die Kommission plant später in diesem Jahr eine Initiative zur Präzisierung der
EU-Bestimmungen, die von den Mitgliedstaaten einzuhalten sind, wenn
Zulassungs- und Kraftfahrzeugsteuern erhoben werden. Die Kommission wird
Empfehlungen zur Verbesserung des Binnenmarkts vorlegen. Damit soll vor allem
eine Doppelbesteuerung von Fahrzeugen vermieden werden, wenn Bürger in einen
anderen Mitgliedstaat ziehen. Außerdem sollen Hindernisse für
grenzüberschreitend tätige Mietwagenunternehmen beseitigt werden.

Commissie zet mes in onnodige rompslomp voor
registratie van een auto in een andere lidstaat

Brussel, 4 april 2012.

Elk jaar brengen burgers en ondernemingen in de EU
ongeveer 3,5 miljoen voertuigen naar een andere lidstaat over en moeten zij die
daar conform de nationale wetgeving laten registreren. Wat echter in de
eengemaakte markt van de 21e eeuw een eenvoudige registratieprocedure zou
moeten zijn, blijkt door de uiteenlopende regels en tegenstrijdige eisen in realiteit
nog steeds uit te draaien op een omslachtige, langdurige administratieve
procedure. Het duurt gemiddeld vijf weken om de procedure rond te krijgen en de
kosten worden voor zowel burgers als ondernemingen geraamd op 400 euro.
Bovendien vormen deze problemen een belangrijk obstakel voor het vrije verkeer
van goederen, diensten en werknemers en dus ook voor groei en het creëren van
werkgelegenheid in Europa. Daarom neemt de Europese Commissie vandaag het
voortouw om deze onnodige administratieve last drastisch te beperken. Het
voorstel dat Antonio Tajani, vicevoorzitter van de Europese Commissie, op tafel
legt, zal een zeer aanzienlijke administratieve vereenvoudiging meebrengen en zal
ondernemingen, burgers en registratie-instanties jaarlijks een besparing van in
totaal minstens 1,5 miljard euro opleveren.

Het gaat om een voorstel dat rechttoe rechtaan heel concrete problemen oplost. Zo
zal het aantal herinschrijvingen van voertuigen uit een ander EU-land dalen doordat
bijvoorbeeld burgers die in een ander EU-land werken en een auto gebruiken die
door hun werkgever is geregistreerd, die auto niet nog eens hoeven te registreren
in het land waar zij wonen. Over het algemeen zullen de administratieve
formaliteiten voor de herinschrijving binnen de EU van auto’s, bestelwagens,
bussen en vrachtwagens sterk worden vereenvoudigd, bijvoorbeeld bij verhuizing
naar een andere lidstaat en bij de aankoop van een tweedehands auto in een
ander land van de EU. Bovendien wordt het onmogelijk om een gestolen auto in
een ander EU-land te registreren. Autoverhuurbedrijven zullen veel besparen
doordat zij tijdens de vakantieperiodes auto's naar een ander EU-land kunnen
overbrengen zonder deze opnieuw te registreren. Dat is ook goed nieuws voor
toeristen omdat de huurprijs van een auto naar verwachting zal dalen als het
voorstel wordt goedgekeurd.

"Met dit voorstel wil de Commissie het de burgers en ondernemingen zo makkelijk
mogelijk maken om auto's naar een ander land van de Europese Unie over te
brengen en daar te registreren", stelt José Manuel Durão Barroso, voorzitter van de
Europese Commissie. "De sterk vereenvoudigde regels voor grensoverschrijdende
autoregistraties en de gevoelige vermindering van de administratieve last brengen
ons een stap dichter bij een goed werkende interne markt, die onze motor is voor
groei en werkgelegenheid."

"Twintig jaar na de inwerkingtreding van de interne markt is het onaanvaardbaar
dat er nog steeds zoveel hinderpalen zijn voor burgers en ondernemingen", aldus
Antonio Tajani, die naast vicevoorzitter van de Europese Commissie ook
commissaris voor Industrie en Ondernemerschap is. "Met ons voorstel komt een
eind aan vele autoregistratieformaliteiten en langdurige procedures, wat voor
autoverhuurbedrijven tot aanzienlijke besparingen zal leiden. De hele economie zal
er wel bij varen, en vooral de toeristische sector."

Registratie van motorvoertuigen uit een ander EU-land

De formaliteiten voor de herinschrijving van een auto in een ander
EU-land zullen drastisch worden beperkt

Het voorstel dat vandaag op tafel wordt gelegd, betekent voor personen die een
deel van het jaar in een ander EU-land verblijven, een hele verbetering omdat zij
momenteel vaak verplicht zijn om hun voertuig opnieuw in te schrijven. Het voorstel
voert het beginsel in dat een auto moet worden geregistreerd in het EU-land waar
de eigenaar woont, en dat alle andere lidstaten hem niet mogen vragen de auto in
hun land nogmaals in te schrijven, zelfs al verblijft de auto-eigenaar daar langere
tijd.

Wat zijn de concrete gevolgen indien het voorstel door het Europees Parlement en
de Raad wordt goedgekeurd?

- Burgers die een groot deel van het jaar in een vakantieoord in een ander EUland
doorbrengen, hoeven hun auto daar niet nog eens te registreren.

- Burgers die voorgoed naar een ander EU-land verhuizen, krijgen zes
maanden de tijd om hun auto daar opnieuw te registreren.

- Burgers die in een ander EU-land een tweedehands auto kopen of verkopen,
worden niet meer geconfronteerd met extra technische controles en
administratieve problemen.

- Burgers die in een ander EU-land werken en een auto gebruiken die door
hun werkgever daar is geregistreerd, hoeven die auto niet meer te registreren
in het land waar zij wonen.

- Autoverhuurders kunnen tijdens de vakantieperiodes auto's naar een ander
EU-land overbrengen zonder deze opnieuw te registreren (bv. om dezelfde
auto's tijdens de zomer aan zee en tijdens de winter in de Alpen te verhuren).
Hierdoor zou de prijs van huurauto's moeten dalen.

- Voor ondernemingen geldt hetzelfde principe: auto’s, bestelwagens, bussen
en vrachtwagens moeten worden geregistreerd in het EU-land waar het
hoofdkantoor is gevestigd, en alle andere EU-landen moeten die registratie
aanvaarden.

- Registratie-instanties zullen steeds meer met elkaar samenwerken, waardoor
gestolen auto's makkelijker kunnen worden opgespoord. Het wordt
onmogelijk om een gestolen auto in een ander EU-land te registreren.

- Vele controles worden volledig afgeschaft, omdat de autoriteiten alle
technische informatie die zij over een auto nodig hebben, rechtstreeks kunnen
krijgen van hun collega's in het land waar het voertuig reeds is geregistreerd.

Achtergrond

In het verslag over het EU-burgerschap 2010 met als titel "Het wegnemen van de
belemmeringen voor de rechten van EU-burgers"1 (IP/10/1390, MEMO/10/525),
vermeldde de Commissie problemen met de registratie van auto's als een van de
belangrijkste hinderpalen waarmee burgers te maken krijgen wanneer zij in hun
dagelijkse leven hun rechten op grond van de EU-wetgeving willen uitoefenen. Een
van de 25 voorgenomen concrete acties die de Commissie in het verslag
aankondigde om dergelijke obstakels uit de weg te ruimen, is de vereenvoudiging
van de formaliteiten en voorwaarden voor de inschrijving van voertuigen die reeds
in een andere lidstaat zijn geregistreerd.
651 burgers en 151 ondernemingen namen in 2011 aan een openbare raadpleging
deel en vermeldden daarbij de volgende problemen.
Registratieproblemen hebben een negatief effect op burgers en ondernemingen.
Lange procedures (77,8% van de burgers en 83,1% van de bedrijven) en extra
kosten (86,5% van de burgers en 81,4% van de bedrijven) werden aangehaald als
de belangrijkste pijnpunten. 50,8% van de ondernemingen laat zich hierdoor ervan
weerhouden auto's naar een andere lidstaat over te brengen. 55,9% van de
geraadpleegde bedrijven merkt als gevolg daarvan een ernstige impact op hun
productiviteit en 64,4% vindt dat zij daardoor ook worden geremd in hun groei. Tot
slot meldde 23,7% van de burgers en 28,8% van de ondernemingen dat zij
uiteindelijk een voertuig in de betrokken lidstaat niet konden registreren.

Volgende stappen

Het voorstel zal nu worden besproken in het Europees Parlement en de Raad.
Zodra het is goedgekeurd, krijgen de lidstaten één jaar de tijd om zich op de nieuwe
procedures voor te bereiden, bijvoorbeeld wat de software voor
gegevensuitwisseling betreft.

De Commissie zal later dit jaar een initiatief nemen om de EU-regels toe te lichten
die de lidstaten bij de toepassing van autoregistratie- en motorrijtuigenbelasting
moeten naleven. De Commissie zal aanbevelingen formuleren om de werking van
de eengemaakte markt te verbeteren, met name om dubbele belastingheffing op
voertuigen te vermijden wanneer burgers naar een andere lidstaat verhuizen en om
hinderpalen voor grensoverschrijdende autoverhuur weg te nemen.

Commission slashes unnecessary burden for
registering a car in another Member State

Brussels, 4 April 2012.

Each year, EU citizens and companies have to move some
3.5 million vehicles to another Member State, and need to get them registered
according to the national legislation. However, what should be a simple registration
procedure in the 21st century Single Market remains a cumbersome and lengthy
administrative procedure because of the diversity of rules and the various
conflicting requirements. It takes on average 5 weeks to complete the procedure
and the cost is estimated at €400 for citizen and for businesses. Moreover, these
problems also represent a significant barrier to the free movement of goods,
services and workers, and therefore for growth and jobs creation in Europe. This is
why the European Commission is acting today to dramatically reduce this
unnecessary administrative burden. The proposal presented by Vice-President
Antonio Tajani would lead to a very substantial administrative simplification with
total savings of at least € 1.5 billion per year for businesses, citizens and
registration authorities.

The proposal is straightforward and tackles very concrete issues. The reregistration
of vehicles coming from another EU country will be limited, for example
citizens who work in another EU country using a car registered by their employer
will not need to re-register it. Generally administrative formalities for the reregistration
within the EU of cars, vans, buses and trucks will be greatly simplified,
for example when moving residence from one EU country to another and when
purchasing a second hand car from another EU country. It will also become
impossible to register a stolen car in another EU country. Car-rental companies will
save substantially, as they will be able to transfer cars to another EU country during
the holiday periods without re-registration. This is good news for tourists as it is
expected that renting a car will become cheaper, once today's proposal will be
approved.

European Commission President José Manuel Barroso said: "With today's proposal
the Commission wants to make it as easy as possible for citizens and companies to
move and register cars across borders in the European Union. Greatly simplified
rules for cross-border car registration and a substantial reduction of administrative
burden will bring us a step closer to a smooth functioning Single Market, our engine
for growth and jobs."

European Commission Vice President Antonio Tajani, responsible for Industry and
Entrepreneurship said: “20 years after the entry into force of the internal market it is
unacceptable that there are still so many obstacles for citizens and business. Our
proposal puts an end to many car registration formalities and lengthy procedures.
This means substantial savings for rent-a-car companies. Economy as a whole will
win, and in particular the tourism industry.”

Registration of motor vehicles coming from another EU country

Formalities for re-registering a car in another EU country will be
radically reduced

The proposal put forward today means an improvement for persons who spend a
part of the year in another EU country who are currently often requested to reregister
their vehicle. The proposal introduces the principle that a car should be
registered in the EU country where its owner lives, and that all other Member States
may not ask her/him to register the car with them, even if the car owner spend a
longer period there.

When the proposal is adopted by the European Parliament and the Council, this will
imply:

- Citizens who spend part of the year in a holiday residence in another EU
country will not have to re-register their car there.

- Citizens who move permanently to another EU country will have 6 months
to re-register their car there.

- Citizens who buy or sell a second-hand car in another EU country will not
have to face additional technical controls and administrative problems.

- Citizens who work in another EU country and use a car registered by their
employer there will no longer have to register it in their home country.

- Car-rental companies will be able to transfer cars to another EU country
during the holiday periods without re-registration (e.g. keeping the same cars
at the sea side during summer and in the Alps during the winter). This should
lower the price of car rentals.

- For companies, the same principle applies: the cars, buses, vans and trucks
should be registered in the EU country where the main office is established,
and other EU countries must accept this.

- Registration authorities will increasingly cooperate with each other, making it
easier to track stolen cars. It will become impossible to register a stolen car
in another EU country.

- Many controls will be abolished altogether, with authorities getting any
technical information they need about the car directly from their colleagues in
the country where it is already registered.

Background

In the 2010 EU Citizenship Report "Dismantling the obstacles to EU citizens rights"1
(IP/10/1390, MEMO/10/525), the Commission identified car registration problems
as one of the main obstacles faced by citizens when exercising their rights under
EU law in their daily lives and announced, as one of the 25 concrete actions
envisaged to remove such obstacles, the simplification of the formalities and
conditions for the registration of vehicles registered in another Member State.
The 651 citizens and 151 businesses responding to the public consultation in 2011
mentioned the following problems:

Registration problems have a negative impact on citizens and businesses. Long
procedures (for 77.8 % of citizens and 83.1 % of businesses) and extra costs (for
86.5% of citizens and 81.4 % of businesses) are identified as the main effects, with
50.8% of businesses being discouraged from moving cars from one Member State
to another. This is why 55.9 % of the businesses consulted feel that their
productivity is seriously affected. For 64.4 %, they also affect growth. Finally, 23.7%
of citizens and 28.8 % of businesses stated that, in the end, they could not register
a vehicle in the Member State concerned.

Next steps

The proposal will now be discussed by the European Parliament and the Council.
Once it will be approved Member States will be given one year to prepare for the
new procedures, such as software for data exchange etc.
The Commission will take an initiative later this year to clarify EU rules that Member
States must respect when car registration and circulation taxes are applied. The
Commission will make recommendations to improve the single market, in particular
to avoid double taxation of cars when citizens move from one Member State to
another and to remove obstacles for cross-border car rentals.

Hi all,

i think the key is that Norway is member of the EFTA.
There is a agreement that all EFTA states accept vehicle registrations and approvals form the EU and vice versa.

So please do a little reserch and Google. This is exactly the key to get EU-vehicles registered in Switzerland. So it should be the same for Norway because both have agreed to the same EFTA contract.

In the end this means if your Volvo has a civil EU-registration Norway has to accept it and has to do the registration. If your Volvo only has a military registration you are lost.

So armoured with the right arguments it can be easy ...

German TÜV would work exactly on this basis but TÜV §21 is not enough - you also have to register the vehicle in Germany for minimum 1 day. Then you have a civil registration who is accepted in Norway (EFTA).

I cross my fingers that you find a easy solution ... best regards Micha

My car has civil papers from sweden, but my problem is that the c303 is not ec type aproved sad
If it had been that it would not be a problem. But tüv 21 is probably the solution. Unless i wait until the new eu regulation is aproved wink
