Is it correct to say that a damaged brake shoe adjuster cannot be repaired and you must replace the entire backing plate?

The adjusters are fixed to the backing plate as shown in this photo (note this is not my backing plate, it's an example photo from Tatanka)
Are you suggesting I can drill them out and replace them with the Land Rover equivalents? As an aside, I really can't understand why Volvo did this. The rest of the brake system is over-engineered, why did they scrimp here? I mean these adjusters *do* wear out naturally.
