The DIN/Hella power socket on the dash is unfused, correct? What's the maximum power it can safely support? I'm wondering if the wiring needs to be upgraded to run a 24v kettle that pulls 10-11A.

You might become confused anyway, by inherent design.
While the DIN-4165 12mm sockets are generally rated as 15/16 Amps, the plugs come in two basic designs; one being a light version that only has 2 brass prongs/spring-tabs for minus, the other being a heavy version that has 6-prongs, or better described: a brass 6-segmented ring.
Resulting nomenclatura: 8 versus 15/16 Amps....:))

This socket not being fused in our Volvo's is new to me though....should be one of the very first circuits to be fused, for powering devices of rather unknown provenance & pedigree....:))
(like your China-kettle....;))


Btw, just recently bought a set of 5 wall-mount sockets, with spring-loaded cap & signal-led on top (power on/off), used, apparently from an USA-ambulance....funny detail: socket #5 was the ordinary (lousy) 21mm socket, but next to it was a Nintendo antenna/HF-in socket....I guess these were used in that same ambulance, powering some onboard screen (possibly already having a display for either a back-camera or a navigator, or perhaps even  a big heart-monitoring screen....:))
(the 12mm sockets were listed/marked as 15A, the 21mm socket as 20A (not listed as 'Power-Socket'), but USA-electrics never impressed me much anyway....;))
(you, being from the UK, might have a (relatively) different opinion though....:))

If I do buy one of these kettles I will remove the "cigarette lighter" plug and connect an inline fuse and a HD hella plug instead.

Btw, just be aware that the minus screw-terminal is the weak point within this particular design (not sure if just Hella, cq which possible others/likewise also).
Weak point being the connection between the screw-block & the prong/tab on which it sits/clamps....apply too much rotating force on the screw (if only because it all looks so sturdy, compared to the 21mm crap), and the block will rotate along with it, creating a possible point of electrical failure in the distant future (especially when pulling on the cable also creates movement, then frequently).

Hmm....now wondering if soldering the block on the tab could work....can't get inbetween for proper pre-solder surface cleaning/preparation, but both being brass the solder should still flow (& stick) inbetween somewhat, somehow....


Oh, and for perfection, long-term, also try to crimp cable-end caps on the wires.
(with 6-sided crimping tools being better than 4-sided)
